To use The Emerald Heart, state that you are doing so along with your vote in your confessional. The last time it may be used is at the final 5 Tribal Council.

Do i have to use it on myself or can it be played on anyone

It may be passed to anyone that you wish. However, you must PM me telling me you gave it to them and they must also say they are using it with their vote in their confessional for that Tribal Council.
